Chapter 13: The Presidency

Study Plan

In this chapter, we will:

  • explore the constitutional basis and resources of presidential power. The Constitution provides an array of expressed powers to the president. The Constitution also allows for Congress to delegate to the president the power to implement or execute its will. Some presidents have asserted, especially during times of war or national emergency, that the office also includes inherent powers.
  • turn next to the institutional resources that presidents use as tools of management. Without these resources, such as the Cabinet, presidents would be unable to exercise the powers provided by the Constitution.
  • examine the contemporary bases of presidential power. Presidents rely on their party, the media, and public opinion to build support for their programs and persuade Congress to cooperate. These resources offer great strength to the president but, as we will see, can also be a great liability. As a result, contemporary presidents have increasingly turned to their administrative capabilities in order to increase the power of their office.
