Chapter 3: Federalism
What Government Does and Why It Matters

Federalism allows states to run their programs with a great deal of independence and diversity. Go here and look at the national expenditures on education. Find your state and three neighboring states.

1. How does your state's spending on education compare to the three neighboring states?
2. How much does your state vary from the national average?
3. Which three states spend the most for education? The least? What is the difference between the highest- and the lowest-spending states?
4. Compute the average of three southern states and compare it with the average of three New England states. What did you find?
5. What did you learn about federalism and diversity from this exercise?
