When the George W. Bush administration first proposed the placement of anti-ballistic missile (ABM) systems in Eastern Europe, it emphasized that these systems were limited in capability and completely defensive in nature. In spite of this, Russia reacted angrily. The cancellation of these plans by the Obama administration was met with a positive reaction in Russia. Discuss how this series of events serves as an example of the security dilemma in the world today. Why would a purely defensive system be seen as a threat by a country the United States is unlikely to fight in the foreseeable future?
