Chapter 12

Chapter 12: The Bureaucracy

Critical Thinking Questions

1. Suppose you are a member of Congress who must decide whether to give bureaucrats in a particular agency direct orders that allow them little or no input or to allow them to exercise their own discretion. What factors should you consider when making this decision?
2. What are the advantages and disadvantages of the fact that bureaucrats often have their own preferences about how to implement the policies they administer?
3. Why might bureaucrats pay more attention to orders and directives from members of Congress than those from the president or his political appointees?
