1. If you had to choose between having a responsive or responsible member of Congress, which would you choose and why? Would your answer depend on how other members of Congress were behaving?
2. If you were in charge of the Commission on Congressional Reform, what proposals would you make to change how Congress operates? Would your proposals have a chance of being implemented?
3. What types of activities do members undertake to work toward reelection? How do they structure the institutions of Congress to help themselves achieve this goal? Do these behaviors and institutions serve broader public interests as well as the narrower goal of reelection?
